Past a certain point, the only way to move up in rankings is to get more quality sites to link to yours. It's kind of a trap though, because once you achieve a ranking, you'll lose it unless you keep building quality links at a similar pace. That's one of the (many) reasons it's nice to have a dedicated SEO expert take care of the ongoing tedium of getting links to your site.
