In my mind, though, most small businesses have a website, no matter how pitiful it may be.  And most aren't too focused on branding (if at all). 

So to me an SEO campaign for most small business would include a full redesign, including framework, keyword research, and even possibly building a new brand (including logo, colors, domain name, etc).  I'm constantly surprised by how many SMBs don't even have a consistent logo.</description>
